To continuously improve comprehensive disaster prevention, mitigation, and relief capabilities, strengthen proactive risk prevention and control, and efficiently handle various natural disasters, the Ministry of Emergency Management, adhering to the requirements of a unified leadership, consistent authority and responsibility, and authoritative and efficient national emergency response system, is accelerating the modernization of its emergency management system and capabilities, and striving to build a comprehensive safety and emergency response framework. In the field of comprehensive natural disaster prevention and emergency response, the Ministry of Emergency Management is accelerating the implementation of its own projects on the emergency management big data project and the natural disaster monitoring and early warning information system. Simultaneously, it is promoting deeper collaboration between emergency management departments at all levels and industry departments such as natural resources, water resources, and meteorology, breaking down data barriers in monitoring and early warning, and achieving information interconnection, sharing, and utilization. A comprehensive natural disaster monitoring and early warning system covering the entire region has been initially established.
